 Description   

Even though people take care to use an appropriate name for a repository when it is started, it does sometimes become necessary to change the name. This is often difficult and has various ramifications.

Create a document at dev.folio.org to explain the steps.

In section "Rename git configuration, source, docs" it is worth mentioning that Okapi has a replaces property..

(I now even spot a typo in the description tag of replaces in there !!!)
