mod-audit and mod-audit-filter are currently included in all environment builds, they should be removed from the "core" builds and only be included in snapshot/testing/release

"core" environment builds are instances of FOLIO based on platform-core. mod-audit and mod-audit-filter are not part of this platform - either directly or as a dependency of a core component. Such builds include the hosted folio-snapshot-core instance as well as the vagrant image based on platform-core.
