When a UI module starts to endpoints provided as part of an interface, when should the module start declaring a dependency upon the interface?

Should this:

  • be in the first pull request where endpoints from this interface is used
  • be in a separate pull request soon after a formal release of the first implementing backend module
  • be during the formal release of the UI module
