Adapt provisioning script https://github.com/folio-org/mod-agreements/blob/master/scripts/dev_submit_pkg.sh into Ansible role. Add to q4-2018 reference system.

If this depends on reference data for which the record IDs change with each tenant initialization, we'll need to make a separate role (mod-agreements-data) rather than using the existing module-sample-data role. I would like (as much as possible, anyway) to have the sample data maintained in the mod-agreements repository, rather than in folio-ansible.

Annika Schröer Wayne Schneider can we restructure how this is done so that the module supports sample data loading by passing the init parameter called "loadSample=true"?

I'm not aware of any story that requires us to support this - can we unblock and move forwards?
