 Description

The current release procedures https://dev.folio.org/guidelines/release-procedures/ say: "Send a note to #general on Slack if relevant."

This should be changed to
"Send a note to #development on Slack if relevant."

Releases of backend modules and stripes-* library modules are relevant to developers only. There is no need to announce them on #general where many non-developers are.

Releases of frontend ui-* modules take some time until they appear on folio-snapshot-stable therefore the announcement may be too early. And there are many relevant changes of front-end modules without a formal release.
