Looks like the order of module loading needs to be changed, as mod-users-bl now requires interfaces provided by mod-inventory-storage. |

Was the dependency mentioned in MD? The install should have enabled in correct order. |

folio-testing doesn't use the install endpoint, as it is supposed to deploy head of master regardless of dependencies. That's why the snapshot builds didn't fail. |
