Wait to fix this until UIU-380 Closed is resolved (so that the error condition still exists for testing)

Mike Taylor has a good suggestion:

It occurs to me that diku_admin ought to be a regular-ass user created via the regular-ass user-creation APIs.

I realise we do need a bootstrap user

Created by other means.

But I'm not convinced that diku_admin need to be it.

In fact, I wonder whether the bootstrap user should be deleted as soon as its work is done.

It may instead make sense to simply make the bootstrap user record inactive, remove permissions, etc. after the admin user is created, to preserve the ability to resolve the user's UUID in the metadata of the admin user.

This problem is long since fixed...and the issue of a bootstrap user is addressed in FOLIO-1336 Closed .
