This Jira refers to consortial loans and ILL loans. The two are not necessarily the same. Institutions can use several different fields to identify ILL loans in particular. For example, a patron group, loan type or location might indicate an ILL loan.
The ldp which now can be accessed through a UI supports queries which could be used to identify ILL loans and consortial loans.

This should be closed as "Won't do" - consortial loans means different things to different libraries, and is best suited to a reporting tool like the LDP or potentially the LDP app.
