Centralized helper app for displaying notifications from various other applications. For example, you would get a notification if you are tagged in a note/comment (UXPROD-831) or from the Workflow app (UXPROD-600).

This feature is only useful when we have apps that need to send notifications to folio operators, at which time it will become a necessity.

We do have a very basic implementation already of the notifications app which displays a notification when you are tagged in a comment, but it needs lots of testing, enhancement and bug fixing before it is ready for prime-time.
