Creation of authority resources is outside the scope of the initial release of the Linked data module. Cataloging workflows will allow catalogers to lookup and assign authorities to a resource, but not create or edit them. This functionality likely will be addressed and prioritized as part of long-term strategic planning.

Whereas https://folio-org.atlassian.net/browse/UXPROD-4280#icft=UXPROD-4280 focuses on the ability to create new authority files when an entry is not present / available in an authority file

As a cataloger, I need the ability to create a new authority within the Linked Data Editor - when no authority file exists - in order to complete resource description and adhere to cataloging policies.
Catalogers leverage authority databases to include definitive entries for a resource description. When the cataloger is unable to locate an authority entry (e.g. for a creator of a work), then a new entry must be added to the authority file in order to complete the resource description.
The ability to search authority databases from within the Linked Data Editor is addressed separately.
