Current situation or problem:
FOLIO does not currently have a permission specifically designated to allow for FOLIO users to mark a fee/fine as transferred. Such a permission needs to be created.
In scope
UI work such that the option to select Actions > Transfer for a fee/fine is available only if the logged in user has permission to mark a fee/fine as transferred
Back end work such that marking an account as transferred by posting to accounts/{id}/transfer is only possible if the user has permission to mark a fee/fine as transferred

Additional changes to transfer workflow
Permission changes to access Settings > Transfer accounts or Settings > Transfer Criteria
Use case(s)
Library A wishes to allow all five full-time staff at their desk to accept payment for fines. But, there is special training required to work with the bursar systems, so only the desk manager is allowed to transfer fines to the bursar.
