Current situation or problem:
Agreements supports "Supplementary Properties" and "OA Properties" and Licenses "Terms". However, over time the specific terms/properties the institution wants to use may change - leaving some properties only applying to older terms or properties
Currently the only way of indicating to a user that a term/property should no longer be used for new licenses/agreements is to rename it with some information like renaming "Course pack term" to "DEPRECATED Course pack term".
The deprecated term/property needs to be presevered for past licenses/agreements when it was relevant. The desire is that users should not add that term/property to any license or agreement going forward.
In scope
Ability to mark terms as deprecated in relevant Settings page
Not displaying deprecated terms in the list of available terms when adding terms to a license or properties to an agreement in the UI
