Overview:
-"New" button for "Planned budget" is displayed in dependency with previously viewed fund
Preconditions:
1. Fiscal year FYA2022 is created, the upcoming fiscal year FYA2023 is created
2. Fiscal year FYB2022 is created and does not have any upcoming fiscal years
3. Active Fund "Alpha" with created current budget and ledger linked to FYA2022 fiscal year exists
4. Active Fund "Beta" with created current budget and ledger linked to FYB2022 fiscal year exists
5. A user with "Finance: View, edit, create fund and budget" permission is logged in
6. A user is on "Fund" pane with search results for active funds
Steps to Reproduce:
Click on "Alpha" fund->"New" button in "Planned budget" accordion is displayed (as expected)
Click on "Beta" fund->"New" button in "Planned budget" accordion is displayed
Reload page (Ctrl+R for Win)->"Beta" fund has no"New" button in "Planned budget" accordion (as expected)
Click on "Alpha" fund->"New" button in "Planned budget" accordion is NOT displayed
Expected Results:
-"New" button in "Planned budget" accordion for "Alpha" fund is displayed
-"New" button in "Planned budget" accordion for "Beta" fund is NOT displayed
Actual Results:
-"New" button for "Planned budget" is displayed for fund has no upcoming fiscal year when a user previously viewed fund with upcoming fiscal year(s)
-"New" button for "Planned budget" is not displayed for fund has upcoming fiscal year(s) when a user previously viewed fund without upcoming fiscal year
