Loan: Claimed Returned - AGED TO LOST Fee/Fine work for SET COST

Chicago - borrowing text heavily from : the issue for us is that claiming an item as returned right now does not actually do much in terms of letting someone borrow books, preventing them from having overdue fines charged, etc. We definitely need more, especially as not having Claimed Returned functionality fleshed out will result in more blocks that we need to override. This is relatively low volume so could probably be handled via various kludgy workarounds in the short term but is also very high profile (not blocking a faculty member, for example).
