Settings > Tenant Management to support centralized and decentralized library operations

Description

As a Library Type 1 / Library Type 2 System Admin in a single tenant
I want the ability to setup and define access/permissions to FOLIO apps/modules based on my library type's structure

Library Types to Support

Library Type 1: Consortium (multiple institutions using same tenant) - Five College (University of Massachusetts - Amherst, Smith College, Hampshire College, Mt. Holyoke, and Amherst College)
Library Type 2: A university (institution) with multiple libraries that are managed separately - Duke University, TAMU

It would be really useful if Folio can add the data permission functionality, which will allow one institution to decide if other institutions can view or edit its data. For example, one library/institution will allow other libraries/institutions to view its Instance, Holding and Item records, but doesn’t want them to edit those records; libraries/institutions don’t want other libraries/institutions to see their Budget or PO; Loan records of one library/institution are not supposed to be edited by other libraries/institutions, etc.

Can this address time zones and currency, in addition to permissions?
