Front-end estimate assumes we do not change the UI from what it currently is when we're using local source for organizations.

Comments from RM SIG on 22nd March 2019:
May want to hide the "add new org" button in situations where Agreements/Licenses are using the Organisations App
May want to limit who sees that button
Overall - looks like we need to move to using a search&sort pop-up for Orgs once we do this change

Affects Agreements and Licenses
Currently expect this work to look something like:
Ensure Agreements & Licenses can switch between using Local source and Organisations app when latter is installed
If using Organisations app, support a pop-up search&sort UI for Orgs (expecting the actual UI to be provided by Orgs app, so this is about implementing in Agreements & Licenses)
