Partials or snippet templates for re-use in patron notice templates

Description

This would allow users to define a header, footer, signature, contact information, or another re-usable "snippet" of information one-time and re-use in any template. If there's a change to any of these snippets, then this feature allows a user to change it once, and it'll be updated everywhere. For institutions that have hundreds of templates, this would ease the burden of maintaining notice templates and also reduce errors.
