eholdings app + License app integration

Description

For libraries that prefer to not use Agreements but rather eholdings to manage a resource then the following functionality is needed

  • Ability to search and attach a license to package/title+package

  • Ability to create a license and attach to a package/title+package

and , if the plan is to use Agreements then this feature no longer applies as you can attach licenses to agreements.

Chalmers is aiming for the use of agreements. If that fails in some way, the ranking of this issue will need to change.
