Usage and management of authority data (local and external)

@Jason Kovari - convener of the Entity Management Working Group (https://folio-org.atlassian.net/wiki/display/MM/Entity+Management+Working+Group) - has suggested that we deprecate this feature, and https://folio-org.atlassian.net/browse/UXPROD-147#icft=UXPROD-147, while both are being replaced by: https://folio-org.atlassian.net/browse/UXPROD-2516#icft=UXPROD-2516 - https://folio-org.atlassian.net/browse/UXPROD-2526#icft=UXPROD-2526. Would that be okay?

We'll reach out to the libraries, and ask them to rank the newly created features, which are more precise and describe the suggested planned work.
