Before the fix of FCFIELDS-43  the Help Text field was considered to be mandatory although its not marked as required. The length validation on help text field should not be mandate. Add an extra check before checking for the length validation.

But, now after this fix the UI gets impacted therefore this Jira has been created to address the issue w.r.t helpText that is possibly being considered mandate at the FE side.
