Change spelling of fulfillment parameter in requests

Spelling of the "fulfillmentPreference" parameter in request endpoints in mod-circulation has had it's spelling corrected. Endpoints that place holds must be changed in other modules as well, and the circulation interface in the module descriptor must be updated to 14.0.
