Adding the galileo-must-have label not because it’s specific to Galileo, but since this makes role creation/mgmt cumbersome and possibly confusing.

Steps to reproduce:
Log in to Eureka R Bugfest env (https://eureka-bugfest-ramsons.int.aws.folio.org/ ) as an admin user
Go to “Settings“ → “Authorization roles“
Click on “New” button
Fill role name input field
Click on “Select application“ button
Select a checkbox for any application → Click on “Save and close“ button in modal
Select a checkbox for any capability set
Deselect the checkbox from the previous Step
Click on “Save & close“ button
Expected results: Created role detailed view is opened. “Capability” and “Capability sets“ accordions are empty
Actual results: Created role detailed view is opened. “Capability” accordion contain a set which was selected and then deselcted at Steps 8, 9. “Capability sets“ accordion contains capabilities included in that set.
