Requirement 1: Create a GET MARC bibliographic field validation rules list that can be used to view a tenant’s MARC bibliographic field validation rules list.

• Viewing validation rules list will not be available via FOLIO UI for the Ramsons release.

• A user should be able to GET MARC bibliographic field validation rules via a single endpoint.
