Description

Summary: replace annotations with flow-based syntax for compatibility with eslint > 3.0.

Details: We locked esbuild-loader to ~3.0 in https://folio-org.atlassian.net/browse/STRWEB-94 . It isn’t totally clear what the incompatibility is, but this is an easy refactor that just avoids the problem altogether.
