Steps to reproduce:

1. Open is "Apps"

2. Select "Users"

3. Click on the "Actions"

4. Select  "Financial transaction detail report"

5. Select "Start date"

6. Select "Fee/fin owner'

7. Click on the "Save&close" button

8. Open report in the excel

9. Pay attention on the "Fee/fine billed date/time", "Action date/time" and etc.

Actual result: The report display this "4/8/25, 7:46 AM" date format.

Expected result: The report should display this "4/8/2025, 7:46 AM"  date format.
