"Consortium manager" app should be present only in central tenant

Description

ENVS:
Is reproducible for ramsons bugfest https://eureka-bugfest-ramsons-consortium.int.aws.folio.org and sunflower bugfest https://bugfest-sunflower-consortium.int.aws.folio.org
NOT reproducible for snapshot, dry run1 envs and okapi bugfest envs

Steps

  1. Login to https://eureka-bugfest-ramsons-consortium.int.aws.folio.org/ or to https://bugfest-sunflower-consortium.int.aws.folio.org/ with admin user

  2. Switch affiliation to University (Medical and almost all other available) tenant

Actual result
Consortium manager presents in apps list and is available, check the screens
Looks like it’s not capability problem, because data - UI-Consortia-Settings Consortium-Manager capability/set isn’t present in the user role for this affiliation, check the screens

Expected result
Only Central tenant should have “Consortium manager” app

Potential Workaround

The library ONLY gives consortia manager permissions to users for the central tenant. Effectively making it so the app only shows up there.

Some jobs were launched and now everything is ok on sunflower bugfest. Still some affiliations have it on ramsons bugfest, but it’s definitely not a bug. Closing

I added this to the agenda for today’s FSE/Eureka meeting. In the past this was addressed on the hosting side (likely as describes above). I’d just like to confirm with FSE exactly what needs to be done so we can make the necessary adjustments to Bugfest (R and S), and make sure it’s on FSE’s radar to “fix” in other envs as needed.

Thus far we have managed this by having the library ONLY give consortia manager permissions to users for the central tenant. Effectively making it so the app only shows up there. Because of this I do not think it is a must have.

That said, if libraries do not follow this advice they could cause problems and this gap should be closed eventually. I would call this a P3. feel free to update priority if you think it necessary. thanks!
