As a librarian
I want to be able to view all proxies setup, view selected proxy and change proxy on a Package Detail Record.
This user story represents backend work needed to support viewing all proxies and selecting a proxy at the Package level.
Either this user story or need to support displaying Inherited for the selected proxy IF package proxy was inherited from the Provider.
