initial roll out of PR preview capability to 'platform-core'

Description

Roll PR preview functionality () to 'platform-core'.

We have decided that doing PR preview functionality for individual modules will cause problems with UI dependency management (which is done on the platform level).

This roll out may experience problems due to Jenkins scaling issues, which are being addressed in .

Created to create clean up script. Merging refactored code into master.

The refactoring work to initialize okapi tenant on K8 cluster has been completed. This particular build was successful although UI integration tests have three failing tests. These tests should pass so some further investigation should be done to determine why. Code changes still need to be merged and a separate tenant clean up script should be the next step.

I blocked this ticket on and change the scope to include all platform-core modules. This ticket needs to be scored again.
