Fix Google Analytics on dev.folio.org

From :

We had the dev site connected to our Google analytics, but it stopped tracking on February 9th. Are aware if anything changes on the site?

: There is a fix in place now. Google Analytics should start receiving hits again.

From :

Locally doing the following has no analytics in the head of index.html as expected:
```bundle exec jekyll build```
Doing the following is successful, as expected:
```JEKYLL_ENV=production bundle exec jekyll build```

So perhaps something changed on AWS configuration to now not have JEKYLL_ENV set.
