Current situation or problem: Shared instance suppression is currently an all-or-nothing action for the entire FOLIO system. Member libraries can not decide to suppress a Shared instance Just for their library

Allow users to manage the suppression of shared instances at the local level library level for Shared records.
Make sure this suppression data is harvestable via OAI-PMH
