Overview:

Steps to Reproduce:

1. Create a serial record and add a publication pattern

2. Set the publication pattern publication cycle/days of publication to e.g. Monthly on 1st of month

3. Add an enumeration label with 2 levels. First level continuous numbering, second level reset after 12 issues

4. Add template such as `Vol. enumeration1.level1 Issue enumeration1.level2

5. Click "Preview" and enter starting points "4" for level 1 and "1" for level 2

6. Click "Generate"

Expected Results:

• Get issues `Vol. 4 Issue 1` through `Vol. 4 Issue 12`

Actual Results:

• Got issues `Vol. 1 Issue 1` through `Vol. 1 Issue 12`
  i.e. level 1 numbering not using correct starting value
